On August 1, some new laws came into force and two of these deal with mobile telephony. Among other things, the sale of anonymous cash cards is prohibited, something we have written a little more about here. An update to the School Act aims to regulate how students can use mobile phones in schools.

With the update in the school law, it will be easier for school staff to confiscate mobile phones from students if they feel it is necessary. Furthermore, this means that mobile phones may only be used during class time if the teacher has given instructions to do so. It should also be easier to introduce completely mobile-free school days and principals should also be able to more easily suspend students who break the mobile rules at school.

Other changes to the law that were introduced yesterday mean that the minimum sentence for rape is raised and that the purchase of sex should lead to a prison sentence. A change in the Aliens Act means that deportations can take place with lower penalty values ​​than today and a new law on lost property means that lost property must be handed in to the company responsible for the trip.

The government appoints an inquiry into banning cell phones in schools

There has been talk of a broad mobile phone ban in Swedish schools for some time now, but now it may become a reality. Minister of Education Anna Ekström told a press conference that the government appointed an investigation to increase the study atmosphere in the classrooms. Among other things, the investigator must see if it is necessary to implement a mobile phone ban during class time. It is already possible today for schools to ban mobile phones in school, but with this proposal the situation could be reversed. This means that the mobile phone ban applies broadly, but teachers must be able to allow exceptions when mobile phones need to be used for educational purposes. According to Ekström, this should increase the teachers’ control in the classrooms: – Today, time is spent nagging and arguing about whether to justify a ban on mobile phones in a lesson. This would be a strong support for them if the starting point is that there should be no mobiles – the teachers get more professional freedom. Mobile phone bans are not the only thing to be investigated in the investigation. One must also review how schools work to prevent exposure to offensive or other inappropriate material through schools’ digital tools. The investigation must be completed by December 16 at the latest.

Anonymous cash cards will soon be banned

Starting next month, it will no longer be possible to buy prepaid cards for mobile phones and/or mobile broadband anonymously. The new rules are being introduced so that the police will have the opportunity to link a person to a mobile number, for example to obtain permission for secret phone tapping, TT writes. The new rules mean that whoever buys a cash card must state their name, address and social security number or equivalent identification number. It will not be permitted to transfer a cash card to someone else unless this is then re-registered to the new holder. However, there are exceptions which mean that the cash card can be temporarily used by others or by a relative. As of August 1, the operators and prepaid card sellers must start registering the buyer’s personal data. For those who already have anonymous cash cards, these must be registered before 1 February 2023 or at the latest the next time the cash card is topped up.

New proposal on banning cell phones in school

The Norwegian Education Agency has drawn up a proposal which means that it would be prohibited for pupils in primary school to use mobile phones in classrooms during lessons. According to the new proposal, however, mobile phones would be permitted when they can be used for educational purposes and as aids in learning. If the proposal were to be approved, it would mean an amendment to the School Act which would mean that teachers have the right to dispose of mobile phones for preventive purposes, a possibility that does not exist today. The reason why the new proposal was developed is because it is believed that it can create order, security and work peace for the students during class time.
