The European Union has started to disburse another billion-euro loan to Ukraine, with the first €500 million ($513 million) issued on Monday. The funds are to “help Ukraine meet its emergency financial needs caused by Russia’s brutal war,” EU Commission Vice President Valdis Dombrovskis said in a statement.
