DETROIT — U.S. Rep. Haley Stevens declared victory Tuesday night as she held a double-digit lead in early returns in her primary battle against a fellow Democratic member of Congress, U.S. Rep. Andy Levin. Stevens, 39, of Waterford Township had 58% of the vote after polls closed Tuesday evening and Levin, 61, of Bloomfield Township had 42%, with about 48% of precincts reporting. “My friends, it’s not a mystery why we beat the odds.
