Presented during the WWDC 2022 event, iPadOS 16 may miss the September launch window, the time to be refined.
With iPadOS 16, Apple will strengthen the ability of its iPad / iPad Pro tablets to replace a laptop. Number of features announced during the event WWDC 2022 relate to elements improving productivity and bringing the use closer to that of the PC while wanting to preserve the operating flexibility of the tablet format.

Bring the launch closer to that of the iPads
All this should happen this fall and we are logically thinking of a joint launch with iOS 16 for the iPhone.
However, Bloomberg reporter Mark Gurman suggests that iPadOS 16 will experience a bit of a delay and won’t arrive until october.
The reason would lie in the desire to refine the interface, especially for the famous Stage Manager which is still quite problematic and not very ergonomic in the beta versions.
A distribution of the platform in October would also make it possible to bring it closer to the effective launch of the new iPad touch pads, of which we could discover the first versions with M2 chip.
