The Central Bank has published a new draft of guidelines “On the criteria for mobile applications of banks with a universal license.” According to it, banks will be able to issue loans and open deposits in the application only if new customers register through the Unified Biometric System (UBS).
Until the end of July, the Central Bank accepts comments on the draft. It will take effect ten days after publication, that is, in August. The instruction will not apply to applications that banks will close within six months after the introduction of innovations. In this case, banks are required to notify the regulator of their intention to close the application within a month.
Experts believe that banks will have to refine mobile applications, since the bulk of deposits and loans are processed through them.
Alma Obayeva, head of the National Payments Council, considers such pressure on banks “unjustified and a bit violent”, since there are problems with security in the EBS, and customers are in no hurry to register. “The state really needs citizens to hand over their biometric data,” Obaeva said.
