The use of VPN services will not be penalized at the state level.
This was announced by the head of the Ministry of Digital Transformation to RBC TV channel. According to him, the authorities will not punish users who use VPN services to bypass blocking. However, such methods were not encouraged.
The minister also explained:
“There will be absolutely no penalties for users. We are against it. Therefore, those who really need it will have such an opportunity, and will continue to have it, and will keep it. But, of course, this contradicts the policy of the state, when in principle they restrict access to some resources. I think it’s a reasonable compromise.”
In addition, services to bypass blocking are used not only by ordinary network users. Earlier, we said that the state used about half a billion rubles to purchase VPNs.
