IT House understands that the “Opinions” propose that by the end of 2025,National prefecture-level and above TV stations and qualified county-level TV stations have fully completed the conversion from SD to HD,Standard-definition channels are basically shut down, and high-definition TV has become the basic broadcast mode of TV, UHD TV channels and program supply to form a scale. The broadcast and TV transmission coverage network has significantly enhanced the carrying capacity of HD and UHD TV, and HD and UHD TV receiving terminals are basically popularized.

Key tasks of the Opinions include:

Accelerate the construction of high-definition and ultra-high-definition TV production and broadcasting capabilities

Strengthen the production of ultra-high-definition TV content, encourage TV stations and film and television production institutions at all levels to use the ultra-high-definition TV format to produce TV series, documentaries, cartoons, and special programs such as sports and variety shows, and support qualified TV stations to adjust and open ultra-high-definition channels, and year by year. Improve the ability to supply ultra-high-definition programs. By the end of 2023, provincial TV stations should achieve high-definition broadcast of all channels;By the end of 2025, prefecture-level and qualified county-level TV stations will fully complete the conversion from standard definition TV to high-definition TV, and provincial-level TV stations will basically have the ability to produce and broadcast ultra-high-definition TV.

Orderly shut down standard definition TV channels

Encourage TV stations at all levels to gradually shut down standard definition channels that broadcast high-definition and standard-definition simul- Standard-definition professional TV channels (including cable digital pay channels) shall be adjusted to high-definition or ultra-high-definition channels at a faster pace, and those that do not meet the conditions shall be shut down in accordance with the principle of streamlining and refined management. TV stations and educational TV stations at all levels and localities to shut down simulcast standard-definition channels must strictly follow the prescribed procedures for approval.From January 1, 2023, the word “HD” will no longer be marked on the broadcast screen of each high-definition channel, radio and television transmission coverage networks at all levels in the Electronic Program Guide (EPG) to the high-definition channel to be marked “high-definition”.
