From Microsoft’s servers, users in Russia can no longer download ISO images of Windows 11 and Windows 10, as well as installation tools for these operating systems. By using a VPN server located in Russia, this is the observation made by BleepingComputer after a problem reported by the Russian press agency TASS.

A “404 – File or Directory not found” message is displayed when attempting to retrieve ISO images. If downloading the Windows 11 Media Creation Tool is still possible, its execution generates an error 0x80072F8F-0x20000 to mean a failure.

By going through a VPN server outside of Russia, it seems that Russian users are able to download files from Microsoft’s servers as expected.

A technical error or an intentional blocking?
