IT Home has learned that the “Shenzhen Special Economic Zone Intelligent Connected Vehicles Management Regulations” (hereinafter referred to as the “Administrative Regulations”) have been voted and passed by the tenth meeting of the Standing Committee of the Seventh Municipal People’s Congress on June 23. The adoption of the “Administrative Regulations” means that driverless cars can legally go on the road in Shenzhen.

It is reported that this “Administrative Regulation” is the first official management document in the country that divides important issues such as the powers, responsibilities and definitions of L3 and above autonomous driving.

The official said that the regulations make comprehensive regulations on road testing and demonstration applications, access and registration, and use management of intelligent networked vehicles. The establishment of the “Regulations” will strongly promote the development of the intelligent networked automobile industry, thereby promoting the strategic emerging industry to move to a higher level.

Galaxy Securities believes that this regulation is the first official management document in the country that divides important issues such as L3 and above autonomous driving rights, responsibilities and definitions. The industry will usher in a leap from L2+ to L3~4. The promulgation of this regulation may promote Shenzhen to become the first city in China to release L3 or higher autonomous driving.

The “Opinions on Developing and Expanding Strategic Emerging Industrial Clusters and Cultivating and Developing Future Industries” issued by Shenzhen on June 6 clearly identified the intelligent networked vehicle industry as one of the 20 strategic emerging industrial clusters.

In addition, the “Shenzhen Action Plan for Cultivating and Developing Intelligent and Connected Automobile Industry Clusters (2022-2025)” also proposes that by 2025, the operating income of the intelligent and connected automobile industry will reach 200 billion yuan.
