A Paterson man who was locked up for two years before he was cleared of an attempted murder charge, has filed a lawsuit over what his lawyers describe as “horrific” conditions inside the Passaic County Jail. Noel Santos, 35, states in court papers he was charged on June 12, 2019, for a road rage shooting that occurred in Clifton several months earlier.
